With nearly 50 years of working with the private development industry, RECON understands the regulatory environment facing the development industry and has a multidisciplinary team of professionals dedicated to assisting our clients through the process.  Our team conducts constraints analyses to identify critical environmental issues during site selection and due diligence. During the entitlement process we work with clients and public agency staff to prepare and process the required CEQA documents and supporting technical studies. We have long-standing relationships with public agency staff to ensure a successful environmental review process.

Upon project approval, we prepare, process, and obtain regulatory permits for our clients. These include USACE 404 permits, CDFW 1600 agreements, and RWQCB 401 certifications. We also assist in the post-entitlement stage by preparing interior noise studies; biological, archaeological and noise monitoring; and habitat restoration in conformance with Mitigation Monitoring and Reporting Programs and resource agency permit conditions.
